UK News- Minister Rejects Claims That Budget Leaks Have \u201cParalysed\u201d the Economy<\/strong><\/p>\n UK News, 23 November 2025<\/strong> (BNN Web Staff)<\/strong> \u2013 Transport Secretary Heidi Alexander has strongly denied that months of pre-Budget leaks and speculation have harmed the UK economy, despite sharp criticism from economists and opposition parties.<\/p>\n Alexander insisted that speculation is normal before any Budget and that Chancellor Rachel Reeves has been \u201cclear about her priorities from the start\u201d.<\/p>\n Her comments come after former Bank of England chief economist Andy Haldane described the prolonged uncertainty as the \u201csingle biggest reason\u201d why economic growth has flat-lined in recent months.<\/p>\n \u201cThis fiscal fandango has been costly for the economy,\u201d Haldane said. \u201cIt\u2019s caused paralysis among businesses and consumers.\u201d He criticised the Budget process as \u201ctoo lengthy, too leaky, with real costs\u201d \u2013 a problem he said had worsened under successive governments.<\/p>\n What Triggered the Row?<\/strong><\/p>\n In the run-up to Wednesday\u2019s Budget, media reports \u2013 often based on anonymous government briefings \u2013 suggested Rachel Reeves was considering breaking Labour\u2019s election manifesto pledge not to raise the basic, higher or additional rates of income tax.<\/p>\n Other widely trailed measures included reform of inheritance tax, capital gains tax, pension relief and employer National Insurance contributions.<\/p>\n Last week, however, sources confirmed the Chancellor had stepped back from increasing income tax rates after better-than-expected public finance forecasts.<\/p>\n Opposition Demands Investigation<\/strong><\/p>\n The Conservatives have written to the Treasury\u2019s top civil servant demanding an urgent probe into the leaks.<\/p>\n Shadow Chancellor Mel Stride said: \u201cEither ministers have approved the widespread briefing of confidential information, or serious unauthorised leaks have occurred within your department.
